Permits, Paperwork and Small Lots
Tree removal in Bloomfield often involves a permit, so it helps to know the rule before you call anyone. The township code, Chapter 535, says a permit is needed to cut down or remove a tree with a trunk of six inches or more, measured 54 inches above the ground (§ 535-16). Six inches is not very big; many young maples and fruit trees reach that size.
The application goes to the Township Engineering Department at One Municipal Plaza, Room 203, and the approval line on the form is for the Township Forester. The form asks for each tree's diameter, its location, the reason for removal and details on the company doing the work. Our written quote lists the trees, their trunk sizes and where they stand, which gives you that information in one place.
The fee schedule on the current form
- 1 to 5 trees: $50
- 6 to 10 trees: $100
- 11 to 20 trees: $200
- 21 or more trees: higher tiers apply
- Residents and property owners 65 and over: $5
Fees are listed as non-refundable. Check with the township for the current amounts before filing.
Replanting and larger jobs
Under § 535-19D, removing five or fewer trees generally does not trigger mitigation, though there are exceptions in the code. When six or more trees in certain categories come out, such as trees near buildings, under driveways or walks, in landscaped front yards or in recreation areas, the code calls for planting a major tree on the property for each removed tree of six inches or more. A tree removal plan is required once you reach six trees (§ 535-17A). If a replacement tree dies within two years, the code says it must be replaced within six months. Read the chapter or ask the township how these sections apply to your lot.
Tight Bloomfield yards
At close to 9,950 residents per square mile in 2020, Bloomfield is one of the more crowded towns in Essex County. Houses sit close together, and some backyards are reachable only along a narrow side yard. On lots like these we take trees down in small sections, lower them on ropes, and keep the pieces away from fences, sheds and the house next door. For a tree that cannot be lowered safely by rope, we look at crane-assisted removal.
Street trees are different
Trees in public highways, parking strips and parks fall under a separate part of Chapter 535. Removing one takes a written permit from the Township Council (§ 535-2A), so if the tree is at the curb, contact the township rather than a private tree service. Call (201) 957-7596 about any tree on your own property for a free estimate, with cleanup and haul-away included.
Bloomfield Rules and Facts
- Six-inch permit threshold. Bloomfield Code § 535-16 requires a tree removal permit to cut down or remove any tree with a caliper of six inches or greater, measured 4 1/2 feet above the ground, or to clear a site.
- Two applications a year. Under § 535-17C, a property owner may apply for a tree removal permit no more than two times per calendar year, so grouping trees into one application can matter.
- Public trees need Council approval. § 535-2A requires a written permit from the Township Council to remove a tree in a public highway, parking strip or park. Bloomfield's former Shade Tree Commission article was repealed in 1989.
- Crowded township. Census figures show 53,105 residents in 2020 on 5.34 square miles of land, about 9,950 people per square mile, with a 50.7% owner-occupied rate and a $470,800 median home value (2020 to 2024).
- Two big county parks. Brookdale Park, opened in 1928, covers over 121 acres, 77 of them in Bloomfield. Watsessing Park covers about 70 acres, 60 in Bloomfield, with the Second River flowing through it.

Bloomfield Questions
How do I know if my tree is over six inches?
Wrap a tape around the trunk at roughly 4.5 feet off the ground and divide by 3.14. A trunk about 19 inches around is roughly six inches across. We measure every tree during the estimate and note the size on your quote.
Do I have to plant a new tree after removing one?
The code says removing five or fewer trees generally does not require mitigation, with some exceptions, and larger removals can require a major tree for each one removed. Ask the township how it applies to your lot. If replanting is required, stump grinding clears the spot for it.
Can you start before the permit comes back?
For a planned removal, wait for the township's approval. If a tree is actively failing or has already come down on something, call the township and call us at [PHONE]; emergency calls are handled as their own situation.
Who decides on the permit?
The application is filed with the Engineering Department, and the form's approval block is for the Township Forester, who can approve, approve with conditions or reject with a reason.
